MANDATORY TRAINING FOR THE USE OF TDI/MDI-BASED DIISOCYANATES PRODUCTS

Chimiver Panseri S.p.A. would like to remind you that starting from August 24, 2023, the provisions of Regulation (EU) 2020/1149 will come into effect, which in turn amends Annex XVII of the “REACH” Regulation.

The new regulation aims to limit users’ exposure to products containing diisocyanates through appropriate training, the topics of which are detailed according to the sector of use, the application method of such substances, and the mixtures in which they are contained.

Safeguarding the health of the employees, customers, and operators is the top priority for Chimiver Panseri S.p.A.. To support and facilitate compliance with legal obligations, Chimiver has joined the training program sponsored by FEICA (European Association of Adhesive and Sealant Manufacturers) and is offering free training to all its customers.

What is REACH?

Regulation (EC) No 1907/2006, known as “REACH”, is an integrated legislation for the registration, evaluation, and authorization of chemicals. It aims to ensure a higher level of protection for human health and the environment while maintaining and strengthening the competitiveness and innovative capabilities of the European chemical industry.

What the regulation says

This legislation complements the REACH regulation regarding the use of products containing diisocyanates and specifically states that these products can no longer be:

used after August 24, 2023, unless the concentration of diisocyanates (individually or in combination) is below 0.1% by weight, or the employer can ensure that industrial or professional users have successfully completed training on the safe use of diisocyanates before their use.
placed on the market after February 24, 2022, unless the concentration of diisocyanates (individually or in combination) is below 0.1% by weight, or the supplier can ensure that the recipient of the substances or mixtures is aware of the regulatory requirements regarding the training of employees on the safe use of diisocyanates. To this end, the supplier must include the following statement on the packaging: “Starting from August 24, 2023, industrial or professional use is allowed only after receiving appropriate training“.

How to impacts your activity

All professionals and industrial users must complete the training before using these products. The obligation comes into effect on August 24, 2023. It is the responsibility of each employer to ensure that their employees and staff are sufficiently trained.
If you are a distributor, you must also inform your customers and share the information provided by Chimiver Panseri S.p.A.
